yes, sometimes.  my brother is a scorpio, and we get along VERY well (perhaps b/c he has planets in air).  he ALSO gets along remarkably well with my gemini dad, but not so much my scorpio mother (b/c they just p**s each other off a lot).

the only time they do not really get along is if the gem is airy to the extreme, and the scorp devoid of air (but that can be true of all signs really).
