Question:

Do state police do this?

My question before is not fishy.I know what I heard and I was very

surprised to here him talk to me over his PA.The police have come up

behind me before out of nowhere and I pulled over and they flew by me.

I don't get tickets because I follow the law.But it still scares you when

they come up on you that fast.

There are laws enacted in most every state and if you fail to move over for an emergency vehicle with the lights activated there can be severe fines.  A police officer does not have to activate his siren if he does not feel the need.  I have used my PA system before to get people to move over, but not often.  So he can do what he did, and you must be more aware of your surroundings so you can move over when an emergency vehicle comes up behind you, whether it's to get past you or pull you over.  There are also laws that say that if an emergency vehicle is on the side of the road (pulling over another car for example) and you fail to pull over to the left there are also severe fines.
