  1. No, if they are cut before they go to seed they will not grow back.  They are annuals and reproduce by seed.

  4. I guess it depends on the kind of sunflower.  It will not grow back next year but if you are talking what I think you mean, yes... I was shocked to discover after the first year of planting some seeds my niece gave me to find what I thought was dead was actually still alive.  haha... the birds and squirrels were breaking the heads off and I would cut them down thinking that was it, but I discovered by accident from a few that I missed cutting that if there are still leaves left on the stem, more flowers will actually sprout and bloom between the stem and those leaves.   So if you cut them, make sure you leave enough leaves on the stem that you leave behind and before the season ends, you will have more flowers.

    Also seen some in quite a few other gardens that grow more like lil bush tree than just a single flower and was always curious about them.
