Do thames water put fluoride in their supplies?

I understood that fluoridation of drinking water supplies is something that the government has been wanting to do for years, but hasn't actually done so due to fairly overwhelming public resistance. A friend recently stated that Thames Water fluoridate their water supplies. Is this true, and, if so, what legislation allows them to do this?

    "Does Thames Water fluoridate its water?

    -No. The decision to fluoridate water supplies is taken by your local Strategic Health Authority. For more information on fluoride please see our drinking water guidance page or contact your local Health Authority."
