Do the Skystream 3.7's REALLY work like they say?

I've heard they are rated much higher than what they will actually produce in most instances.   They don't produce at all in low wind conditions and aren't built very well.   There are other wind systems available that might cost more or have a lower rated output, but will be a better investment.
