Question:

Do the elected 10 members of the UN Security Council just make up the numbers?

...and that authority rests with the unelected permanent members?

I don't think there has ever been a time when a majority of the elected members have ever stepped out of line? But I am not sure, so please enlighten me.

  1. Since the five permanent members don't agree on most issues, I am not sure what the question is.

    The ten non-permanent members represent five different blocs with each electing one non-permanent member each year.   The members from different blocs do tend to vote differently.  Furthermore, there are some significant differences between the members in any particular bloc.

    The key fact to remember about the Security Council is that it takes nine of the fifteen votes to pass a resolution, but any of the five permanent members can defeat a resolution by voting no.  Those rules make it hard to pass a resolution that is not actively supported by three or four of the five permanent members with the remaining one or two having to be willing to abstain.

    On the other hand, if you get all five agreeing on an issue, it is likely that they will be able to get four of the non-permanent members to go along.


  2. America, Britan, France, China and Russia formed an alliance after the second world war and called it the United Nations but it has nothing united as only these 5 nations have veto, so it should be changed to G5 or something. Anywayz we all know that the UN is useless!
