  1. No. In some countries the groom pays bride's parents a fee...

  2. Not usually. It wouldn't be wrong, but it's not customary or expected.

  3. There is no "rule" that anybody must give anybody a gift on the occasion of a wedding. However it has long been a practice that when you are very happy for somebody, such as when they have a birthday or graduate from school or get married that you "wish them joy" with a letter of congratulations. If you are really really happy for them, then you can get them a gift in addition to or instead of writing that letter.

Ditto for thank you letters. If someone invites you to a dinner, party, or is otherwise your host then you owe that host a letter or note of thanks. If you are feeling very very thankful you may send a gift in addiction to or instead of the letter or note.

Notice here the clue about writing your thank you letters. You don't thank people for coming to your wedding, it is they who than YOU for giving them a nice party. If they thank you with a gift, then you in turn thank them for the gift with a handwritten letter or note.

So the short answer to your question is "They can if they want to but they don't have to."
