  1. The answer is yes, each system is operated  by a different agency so different monthly passes are required.    The HBLR is operated by NJ Transit and PATH is operated by The Port Authority of NY & NJ.  

    The passes themselves require different validation in order to be used:

    The HBLR pass is a visual one - that is, you show it to the inspector on the train when asked.   The PATH pass is a contact pass (SmartLink) and must be placed at/near the target on the turnstile in order for the fare to be registered and the turnstile arm realized so that you can enter.
