Yes link exchange do work but you would end up filling whole homepage with those links. Best way is to work on SEO, choosing  proper keywords for your site. Try to work on SERPs

Yes they do work.  Banner exchanges are also great especially if you can target specific categories of website for your banner to appear on.  On my banner ecahnge site www.whambanners.com for example we have geographical and category targeting.  Otherwise general link/banner exchanges can be to broad brush approach to be successful.

For traffic link exchange is good, just make sure you choose your link exchangers wisely because if you exchange with a bad neighborhood or someone that is selling text links, you may be penalized by Google. Make sure the link exchange partner has a similar product or service to your website and makes sense.
