  1. do you mean energy star, computer monitors washing machines etc. yes they do but they still use energy. It's due to a more efficient design. example instead of using common transistors which have a voltage drop of .7v they use FET's which don't have a voltage drop. motors use a higher grade magnet giving more BL product etc. this gives them a minimum 10% energy savings over previous models

Some machines do use less energy then comparable machines from years ago, but the truth is that with all the electronics plus being built halfway around the world, the difference gets lost in all that. Also any machine uses energy, the statement that a machine "conserves" energy is a lie and a selling point, not a reality

  3. it depends on what type of machine, but for the most part, no they don't.  Makers don't want them too as they are partners with the power companies and sure don't want to loose profits.
