Do the ninth and tenth amendment define what our government is allowed to do?

and if it isn't in the constitution then it is forbidden?

  1. The 10th amendment means that if it's not in the Constitution then the choice of a certain matter is up to the state and it's people. For example: the death penalty and g*y marriage.

    It doesn't mean it's forbidden. An issue is decided upon if it's brought up and petitioned. Like powers not delegated to the President nor denied to him give him the power to decide what's best on an issue, the term is called inherent powers.
