Do the substitution numbers in rugby mean anything?

I know numbers 1-15 correspond with certain positions. And i was wondering if 16-22 meant anything. For example lower numbers being forward substututes and higher ones being back substitutes or if they are somewhat random.

  1. Yes they do.  The lower numbers are the forwards and the higher numbers are the backs.  The forward subs will have a lower no than the back subs, like a prop will be a 16 for example, winger no. 20 etc x*x

    21.  Inside Back

    22.  Outside Back

    most likely to like this 16 - reserve hooker 17-prop 18-lock/loose forward 19 - same as 18  20 - halfback 21 - utility back 22- wing/full back
