I would presume it is certain.  I don't mean that in a bad way.  It only makes sense since it is easier to secure and less noticeable from spy satellites.

There is precedent, and indeed there may be experiments gong on right now,  WE THE PEOPLE have unfortunately empowered the "government" to do all sorts of things that VIOLATE RULE OF LAW.

and we sit around night after night consuming TV and junk food

just like Bread and Circuses!
