  1. There is no official food stamp program in China.  Unlike government subsidies in the west, the Chinese can manage on very little and more importantly, do not desire beef as part of their diet..  Rice, noodles and basic vegetables are in great supply and are cheap.  Even those who earn but $50 per month can eat even if it is rice three times a day.  Even in a major city one can eat at a restaurant (loosely defined) for as little as $.25 per meal. Most of the population of China live in the countryside and are engaged in some sort of agriculture.  Most of these people grown their own food for personal consumption.
