  2. no, not legally at least.

    See, blank firing revolvers are in most areas not technically considered firearms because they have a barrel blockage, or because they are designed to only fire odd shaped cartridges, or some other means to prevent them from firing  a real projectile.

    A device that can be put into a blank revolver and be used to fire real ammo would either have to be registered as a gun itself, with all applicable laws followed, or else simply the act of inserting it would be 'building a gun' which is also heavily regulatety.

    Two further concerns.

    #1 as stated before, blank guns will often have a block in the barrel, so the bullet would smash into that rather than go shooting out the barrel

    #2 blanks generate a lot less force when they explode inside the gun, so most blank firing revolvers are made of cheap tin, or other pot metals, rather than tempered steel like a real gun.  While you could probably fire a few 22LR shells before any problems developed, you'd not be able to fire hundreds of rounds without the gun breaking apart, and this would normally happen just as the cartridge ignites, and this would normally send bits of cheap tin flying into your hand and face.

    If you plan on doing this, buy your eye-patch now so it is ready when you need it
