Yes and no. Yes it's been developed and tested in rodents but no...not for a human diver yet. It's called perfluorocarbon.

I've attached a wiki reference on it for you. Look under the liquid breathing sub heading under the Perfluorocarbons link. Mice have breathed this stuff for a few hours.

They have actually used an aerosol version of it to aid human lungs with issues.
