Do they still make new yu-gi-oh cards?

Yes they are still making and releasing new packs of yugioh card in both Japan and the United States in fact a brand new anime series of yugioh just came out in japan and they are starting to release a brand new type of monster called a "Tuner"  

But back to your original question they are still releasing new cards I would advise if you want more info going onto the official yugioh site and looking up the release dates because they some times put it up on there.
