Payouts that exceed $599 normally will have taxes withheld from them.  That's one of the reasons that you have to claim it by mail or in person at a lottery office instead of getting cash from a retailer. At the very least they will require your SSN before paying you even if tax is not withheld AND it will be reported to the IRS and the State.
