Well you cannot determine whether a tornado will form soley from dewpoint.  For a tornado to form you need strong directional shear in the atmosphere and an unstable airmass.  Now high dewpoints are often observed in unstable airmasses, but are not a requirement.  They are just one ingredient in an unstable airmass, with surface temperature, environmental lapse rate, and mid/high level moisture also important to determining the stability of the atmosphere.  More times than not, tornadoes will form in airmasses where dewpoint is above 60 degrees, but it is not a requirement, nor does a dewpoint above 60 degrees indicate tornado formation is likely.
