Do u apply for financial aid before or after u get accepted into the college?

You apply for financial aid as soon after January 1st as you can.

I applied for financial aid before the college sent my acceptance letter. It's safer to do that because you'll get more money.

On your fafsa, there is a section to add schools you are/will be attending.  You'll just have to fill out all the ones you are waiting to hear back from. You can add lots. so, don't worry. You can fill yours out now (if you're wating to get accepted.)

Both. You apply for the FAFSA and indicate which schools you would like to apply for financial aid, even if you HAVEN'T gotten into the school yet. The school will then notify you and send you the appropriate forms to fill out. When you get accepted and decided to attend the school, they will work out your financial aid and then you'll know how much you get. Apply as soon as you can if you haven't done so already. :)
