I would suggest MAC Select Cover up Concealer - its terrific.

It hides brilliantly without it obviously looking like your wearing something. It absorbs instantly and lasts for a long time. It isn't oily, cakey, or wet/dry. Its perfect. I use it to cover freckles alll the time.

(make sure you get it tested on you first at the counter to ensure you have the perfectly matched colour  :)

Makeup Forever has a nice waterproof foundation (it is for face, but I am sure it can be used for body as well).

And MAC Face and Body foundation is wonderful! It's waterproof, and has buildable coverage (so it might not completely cover your freckles) but it is a really good quality!
