  1. Yes.Licensing of dogs for HDB residential premises :

    Applicants must comply with AVA's Conditions of

    Licensing.The dogs must be properly confined within the owner's premises.If the dogs are in a public place,they must be on leash & properly supervised & controlled.Dogs must also be muzzled.The penalty for failing to comply with the Rules is a maximum fine of up to S$5,000 upon conviction.

    Under the Housing  & Development Board (Animals) Rules 1989,HDB allows only one dog of an approved small breed per residential unit.Failure to comply with this legislation can result in a fine of up to S$4,000 upon conviction.

    Licensing of dogs for residential premises other than HDB premises :

    For premises other than HDB premises,not more than three dogs are allowed per premises.Special permission must be obtained from AVA to keep more than three dogs.

    All licensed dogs must be microchipped with an ISO compliant microchip.Dogs that were licensed before 1 Sep 07 will be exempted from the requirement.However,owners of such dogs are strongly encouraged to have their dogs microchipped for better traceability.All new dog owners must submit documentary proof from a veterinarian to show that their dogs have been microchipped.

    Microchipping is a more effective  & permanent identification system than dog badges. It is a more reliable way to ensure traceability in the event of a rabies

    outbreak.At the same time,it would also help AVA to trace & return lost dogs to owners.All dogs above 3 months of age must be licensed for rabies control.

    Application for Dog Licence

    This form may take you 10 minutes to fill in.

    You will need the following information to fill in the form:

        * The particulars of the dog including breed, colour, s*x, date of birth, microchip number (if applicable) and sterilisation certificate number (if applicable).

    You will also need to submit the following documents:

        * Owner’s NRIC (front and back) / passport and working permit

        * Parent/guardian’s NRIC (front and back) if you are below 18 years of age (if applicable)

        * Sterilisation certificate if your dog is sterilized (if applicable)

        * Microchip barcode if your dog is microchipped (if applicable)

        * Please also note that for (a) passport holder or (b) if the address on your NRIC is not the same as where the dog is kept, you will need one of the following as supporting document:

             1. A copy of the property tax,

             2. A copy of the tenancy agreement,

             3. A copy of proof of purchase,

             4. A copy of the latest power supply bill, or

             5. An authorisation letter from the owner of the premises, together with his/her NRIC

        * Make online payment

        * Enquire on existing dog licence

        * Cancel a dog licence

        * To obtain a Certified True Copy of Dog Licence (Each certified true copy costs SIN$9.45)

  3. Yes, anyone including in commercial environments with at least one dog must apply for dog licence.

    Conditions & Terms:

    1. All dogs above 3 months of age must be licensed.

    2. The dog must be implanted with a microchip.

    A dog license is valid for one year only and must be renewed before expiry of license. The renewal fee for a sterilised dog is $14 and $70 for an unsterilised dog.

    Some additional info: HDB (goverment units) do restrict dog sizes, keeping a "big size" dog such as golden retriever or rockweller is in fact not allowed, for the latter is consider as "more dangerous" breed.

    Beware of petshops too (if you are buying from there), sometimes they do not want to tell you too much on licensing, compare and find out more from other petshops.
