  1. I think they are both equally dangerous.  I live in western Pennsylvania where while we may not get many official "blizzards," we do see more than our share of accumulating snow.  The fact that cities have more resources as far as clearing streets also gives way to the notion that city dwellers aren't as up to par with their snow driving skills.  They don't drive on snow covered streets as much as rural folk do.  Also, if the power were to go out.....Those in the city are more likely to get their service restored first, leaving those in the outskirts more vulnerable to freezing to death or running out of food because they go longer without electricity.

On another note...There are more cars and pedestrians in the city that stand a better chance of being in an accident on slick roads.

    Hope this helps!

  2. Yes. Blizzards are very powerful and dangerous. Yiu can't tell the sky from the ground. Instead of a black out you get a white out.

  3. The answer is officially: It depends.  It depends upon how you define "dangerous."

If you define it by  how many people are threatened, then cities are more dangerous to be in than in the country.  If power goes out to a ten square mile area out in the country, you might impact 100 people - and at worst, 100 people will die.  In a city, you can be impacting a million people (NYC) or more.  This being said, in a city, there would be a better infrastructure to take care of any refugees and more access to street-cleaning equipment (snow-plows).

Personally, I think this holds true - as rural folks tend to be (this is a VERY generalized statement!!) more resourceful than city-folk... they are used to making due with no power and being stuck out in the middle of nowhere with nothing but their wits.  City-folk are more dependent upon city services to get things done.  This leads me to believe that city folks are more threatened by a big blizzard.  Please keep in mind that this is a COMPLETELY PERSONAL OPINION and not based in a cite to which I can link..
