No, perhaps it's possible to do something to warm the climate sllightly or something, but ultimately, God is in control of everything.

Man can't solve poverty, or even control pollution, how would they control the weather.

Not to any great extent. The challenge is that the weather is a chaotic system, which means that a very small change in one condition can lead to a completely different outcome in a short time.

Heck, we can't even predict the weather with much accuracy, so controlling it is certainly out of the question.
