When your kin/ friends tease you, you don't get easily upset. But when they do or say something really annoying even when it's for fun, of course you get disatisfied. So it's the same when you tease someone. It's all in the way you do or say something.

It depends on whether your country leader can accept constructive criticisms, mass media and international graduates brainstorming IQ tests, in some countries, all jokes and comedies are censored and they only play horror movies as their entertainment and horror movies for leadership support. It all depends on the country. As for me I think when you want to be a leader and you cannot face the public, you will have to stay at home and choose the videos that you like to see avoiding other races and sing "Lone ranger" if mass media is a phobia. To be a good leader, one cannot hide under the nutshell/youtube when you face problems, but to solve it so that all races admire national solutions on price hikes and currency strength and transparency/honesty. If the person is a very serious person and a prosecutor on hudud law, just keep quiet or they will cut you into pieces and where do they keep all these parts ah, you tell me lar? Guess they need free spare parts on human beings, but to me it does not sound civilise in a modern and international society, where international law exist.

It depends on the situation. Some people taking tease as an insult. Be sensitive if you don't want to hurt feelings.

A lot depends on the personality of the person being teased.  Teasing can make you the centre of attention and not everyone likes that.  It also depends on how well you know the person that you are teasing and know how they are going to react. I'm often teased about my lack of cooking skills and the fact that the last time I attempted a meal I ended up having to evacuate the house and two fire tenders attended!  But I use it to good use - I don't cook anymore so no one can complain!
