Do universities among the world (not only in UK) consider IGCSE when I try to apply?

I messed up when I do my IGCSE. The results are horrible and I try to get a better grades on A Level. Do you think I can make it? Or do you think I should take a retake in this Oct/Nov? If I want to go to university in USA, for example, do they consider my IGCSE?

I don't know what they would look at you being from another country, but I know that in the USA for american applicants they look at either the SAT scores or the ACT scores, bbut I'm not sure what the IGCSE is though. I would retake though, because if it is like a tie between you and another student and there score is higher, they'll pick someone else
