Well given that bullion and stock is made from the boiled bones of chicken or the boiled meat of beef, the answer would obviously be no.

I use a chicken style stock powder which is completely vegan. I also use a vegan style bullion paste.

Using any derivative of meat, including bullion or stock makes a person non vegetarian...So no they do not.
