Question:

Do we need to change the way that vice-presidential running mates are chosen?

Seems to me that, ever since candidates for president started picking their own running mates, they have done so as a part of their campaign strategies, rather than as a concerted effort to pick the person best suited for the job.

JFK is a good example. He certainly did not pick LBJ as a running mate because he liked him or because he thought LBJ would be the best person for the job.

For the current election, both nominees picked their running mates on the basis of polls and election strategy.

How do we create a system that will promote the choosing of a VP nominee based solely on his or her merits, as opposed to the range-of-the-moment campaign strategy?
