  1. very little; this just turns the fan to "low". it's the compressor that gets you.

  3. Maybe you saved a dime for every 12 hours use.

Very little.  What this does is to reduce the fan speed, and with the motor turning more slowly, it will draw less power.  But the big power hog is the compressor motor, which will be running any time that the thermostat is asking for more cooling.  Which means that the warmer you can stand, the less power it will draw.
