  1. Weather balloons are released twice a day, every day. One is released during the day and one is released during the night. The weather balloons reach an altitude of over 100,000 ft. The ones released at nighttime have a lightstick attached so that they may be tracked by meteorologists until a radio lock is made with the radiosonde.

  2. Yes.  They are launched at least once in the early morning hours in the United States in the dark before the sun comes up.  They can fly up to about 17 miles up ( or about 27000 meters )  above ground level before the balloon finally will burst. A tiny battery operated light or chemical light stick is attached to it.  The tiny light will be the only thing that would be visible from the balloon after the balloon is up in the air. This light will only be visible for about 2 minutes when there are no fog or low clouds after launch from the ground.
