Heck yes. If men can, why can't women? Horsewomen are just as good as horsemen, and some are better. The point is, horse training and almost all horse events require whipping and controlled agression in the beginnnig, and women can train just as well as men. (or better)

Think women can be more vicious than men,so the answer is yes if you have ever been to a gymkhana and seen them!!!!!

My wife comes from Farm and has ridden and kept horses for years..Nobody wants to hurt the horse but you got 2 ton of horse to control if horse is acting up and a sensible flick of the whip controls them,seems better than uncontrollable horse..

Being a jockey,I think women do carry a whip on there ponies,just to keep them in line,not to flog them.
