  1. No, you do not need to go to collage.  BUT you do need to go to college.  There are many culinary arts programs at community colleges, or you can go to trade school which specializes in culinary arts.  Your school counselor can tell you what programs are around your area.

  3. as a qualified chef who went to college full time the answer is it depends on what you want to do to, work for a multiple operator you will need qualifications to start, to work for an individual you will not ,once you gain a reputation whether you are qualified or not you will always be in demand

Most businesses will require that you have some kind of qualification in cooking and kitchen management/organization, because those courses will also cover health and safety aspects of working in the kitchen and teach you how to manage yourself efficiently ina busy kitchen- which companies also require from you apart from just being able to cook
