Question:

Do you believe that pressure reducing valves reduce the pressure ?

They are called pressure reducing valves, but actually they don’t reduce the pressure. All they do is to limit upstream pressure. For instance, suppose that you have a pressure of 200 bar and you have a mass on a cylinder after pressure reducing valve that creates a pressure of 150 bar. If your pressure reducing valve is set to 100 bar you can not lift this mass. You can only lift masses that create pressures lower than 100 bar. Even if you have a pressure of 500 bar before pressure reducing valve, you will not be able to get a pressure higher than 100 bar after the valve but this does not mean that the valve reduces the pressure.

  2. Pressure reducing valves only allow gas thru if the downstream sides pressure is less than their set point.  So, no it doesn't reduce the pressure downstream, it just limits the gas flow such that the pressure will be lower when gas is bled out of the system.

  3.   Maybe they should be called Regulators??..
