Do you believe that the other country should open their Embassies & Consulates now in Iraq or later ?

Embassies and Consulates exist in other countries to represent their countries interests in that country.  If a country is too unstable, read Iraq, to support enough business, cultural exchange, immigration to warrant representation then why risk it?  I think it will be at least five years before many other countries open any type of embassy or consulate there.

I believe that each country should decide for its self, rather than a bunch of nincompoops chatting about it on yahoo.
