no, that is definitely an oarfish

It's called an Oarfish.  They can get up to 26 feet and are probably the reason for many sea serpent tales.

Ask the Loch Ness monster. Maybe her "baby" escaped to the sea and was having some "fun". Oh brother!

It kind of look like gyrados...Anyway it looks like a different species of oar-fish (http://www.thejump.net/id/oarfish-2.jpgm ). The antennae and head are longer and shaped differently though, thus I think it might be a different species of that type of fish.

It could be a different type of fish altogether though and it does slightly resemble dragons form legends, though smaller.
