We do isolate our networks from the rest of the world, at least the ones that have any sort of sensitivity.  It would be impossible for us to completely isolate all networks from the world, how would we have e-mail, websites, and the like?  Sometimes it becomes a necessity to have Internet connectivity, remember that the government also has contractors and subcontractors.  It would be almost impossible to completely isolate everything...
