Actually, I think the AA diploma has become the new high school diploma, but it's rapidly moving in the direction you indicate.  However, there is still plenty of opportunity for people with trade certifications to make a very good living, as an alternative to college.

there are good jobs out there that only require a bachelors degree.  they are usually physically labor intensive.  for the most part though, yes

in terms of needing one to get a decent job, yes. however, i don't feel that a graduate degree or doctorate are necessarily more helpful either. perhaps if you are getting a job in the field of teaching or medical, yes of course they are. what really counts is real world experience during college, like internships.
