I don't know.  I don't just come up with ideas or anything like that.  I can, however, follow arguments and understand the thoughts behind them.  I am able to discern whether a judgment came from science or plan observation.  I can understand how things work and realize, in particular, learning is a process which involves more than memorizing facts, tables, diagrams, or equations.  Real learning, and I think this is the higher level part, evolves being able to know why equations work.  Why the facts come about.  What a table's purpose was.  I don't know because much of my learning stems from memorize textbooks and equations.  Well, I do think it takes a decent amount of intelligence to memorize a textbook and many equations, the application of them is another level.  I believe it is the higher-level of which you think.  Obviously, if you want to know how high-level people think you can read Aristotle, Socrates, John Stuart Mill.  Just to name a few.
