  3. No.  A wink by someone of the same s*x usually indicates you share an inside joke or you share the same opinion on certain topics.

  6. It depends on if they meant it to be patronizing or not.  Sometimes people of the opposite s*x will wink to be patronizing, so whether the same or opposite s*x really doesn't matter as much as how they meant it.
