It depends, if your car requires premium fuel and you put in regular then you will get worse mileage and worse performance.

No.  You WILL get better gas mileage if your vehicle is well maintained.  Air in tires and tune-up.

Octane has nothing to do with energy potential of the fuel.

Octane is the rate that gasoline can be compressed before it spontaneously ignites.

High octane fuel is for high compression engines or engines with superchargers or turbochargers.

This is to prevent detonation.  Detonation is a condition where the fuel air mixture ignites during compression before the spark plug fires.  Detonation can cause severe internal engine damage.
