Do you get charged for creating an ebay or paypal account?

No, it's free to open either account.

Be careful when buying on eBay; there are a lot of scammers out there.  Make sure you read the seller's feedback before you bid.  And, if you have any questions, the Answer Center is a great place where other members help each other out.  It's under "Community."

Nope.

Actually, when you create an account they verify it is your account by putting money into it (like 15-20 cents).

Then you have to report back to pay pal when you received it and tell them the amount you got (its their verifying system).. and then BAM you have pay pal.
