Only if your opponent is not playing very well!  

In some circles if you get a second chance to come to the table at all... you are a lucky man, lol.  In most games, unless at novice level, if you miss the black its unlkely to still be there for a second chance.

Wher I play you only get tw0 shots on the black ball only if there is at least 1 other colour on the table and the person you are playing against makes a foul.

In american pool it's just one shot at a time. May be different in other parts of the world though, I don't know.

it depends on the local rules. in australia,because there is no "ball in hand" rule after a foul, an extra shot is given instead. so in this case, you can have two shots on the black, but this does not apply in other countries as far as i know.

Only if you miss it the first time (without fouling) and your opponet then misses his shot..then you would get a second chance at the 8 ball.
