  1. Census Records within the US have all individuals after 1870.  The 1880 is Free on Ancestry and the index search for the others are as well.  I do believe (not 100%) that some financial instutions that existed and still exist now in one form or another are starting to turn records of slave indexes and the owners over to the National Archieves so those may be published in the future as well.

  3. I do not know of any site where African-American records have been separeted from all other census records and are available free.

    What I do know is that many libraries have access to Ancestry.com and/or Heritage Quest free for members. If your public library doesn't have it, check the nearest historical or genealogical society, or the LDS Family History Center near you (the link below can help you find one).

    USGenWeb or AGHP county pages may have indexes or transcriptions. There is also the USGenWeb Census Project (well, there are two projects with the same name - both links are below). Finally, cyndislist.org and linkpendium.com can both be great resources for finding census records among other things.

    If none of this helps, many people are willing to do lookups. You can check the Rootsweb boards, RAOGK.org, or the genealogy mailing lists. (groups.Google.com has mailing lists)
