Sloan is right, there is the birthday and the 'name day', some people celebrate both, some only the birthday. In my family we celebrate only the birthday.

No.  You have three.  There is your "normal" birthday, observed and/or celebrated accoriing to the calendar - but some parts of France observe the Julian calendar and others the Gregorian.  So there's the first two.  The use of the C18th Revolutionary Calendar adds confusion but will match one of the two above.

The third birthday is observed according to the notional date allocated by the State - usually the second Sunday of the following month.

No, but most people have what is called Saints' Day. Most French are named after saints and each saint has a day throughout the year and if you really want to celebrate, you can, but you don't have to. My boyfriend (he's French) recently had his saint day and he got calls from everyone in his family and friends. I think when you have small children, it is more popular to celebrate it.
