We used a thief and policeman routine.

The thief has 1 minute to steal items before the police arrive and 'apprehend' him or her.

Then we look through the swag. The police officer questions the students who then have to claim their items.

This is great in ESL classes with simple items, you could just make it slightly harder.

The kids love dressing up too!
