  1. The state of Florida is especially tough. I am a Florida resident and have been for 6 years and had to get a letter from my employer that I'd been employed in Florida for all of these years, proof from DMV on 2 different vehicles (because I bought and sold one with a lapse in ownership), driver's license, voter's registration and on and on to prove in-state for tuition purposes. All of this because I do not own land or pay taxes on any real property to prove my citizenship. My son attended high school his senior year in Florida. His graduating from a Florida High School didn't prove his residency for tuition purposes. It's a tough sell. You really have to have your stuff together in Florida. Simply having a Florida address will not be enough, and living here a year won't be enough unless you establish yourself thoroughly. It took us about 6 months, but I was finally able to prove my Florida residency and he is attending as an in-state student. But it isn't easy and public universities here are very tough.

  2. There aren't really any loopholes. You're going to have to pay out-of-state tuition. Sorry.

  3. Very easy. Move to Florida and wait until you are a resident, then go to school. Some states consider you a resident after 6 months. Each state is different, do your research and live an honest life.
