No you don't have to be 18 to purchase a prepaid card from a store such as Walmart, Target, etc.  If anyone tells you that you do ask to speak to there manager.  If you are going to get one and plan on keeping it I suggest a Green Dot card that you can refill and use like your own personal card but the only problem is its a 4.95 fee for the card, 4.95 recharge fee and a 4.95 monthly fee.  After all this it would just be best for a personal bank account and the fees should be less.
