Yes. In order to start a plan you have to be 18 or older. If you're already on a plan, you have to be the primary account holder to get a new phone at the low price because you'd have to extend the contract. However if you just want the phone itself and pay the full price then you can be any age.

you must be 18 in order to buy a post paid phone meaning a contract phone it is not legal to enter into a contract with a minor.

prepaid on the other hand you do not have  to be 18
