and, how many stamps would i need to put on a package with an outfit in it if i was only sending it 40 or less miles?

Well anyone almost can get stamps - unless it is considered that there is some sort laundering going on with high quantites being bought.

Think it is counted as Legal tender or atleast used to be - remember getting on a bus as a kid and having lost my money offered stamps from my school bag which actually were accepted - with a frown as i explained that they were legal tender - not sure if the bus drivered belived it or not but must have been akward when he cashed up at the end of his shift ... no real age limit for stamps
