Do you have to be 18 to get a inquiry agents license?

better question. im like 85% sure that you have to be 18 to acquire an inquiry agents license(for those who don't know that means private investigator) but i haven't found a definitive answer on any sites could some give me a link to a site with a definitive answer or tell me if the answer if they are 100% percent sure?
